He litigates and advises on a wide range of issues, from permit applications to enforcement actions.
Jelmer obtained a master’s degree in Constitutional and Administrative Law (cum laude) from Radboud Universiteit Nijmegen and a master’s degree in Legal Research (with merits) from the University of Groningen in 2019.
He was seconded (part time) to the Ministry of Defence from December 2021 to June 2022.
Jelmer regularly publishes in professional publications (such as MenR, Bouwrecht, TO and AB) on a variety of administrative law topics. In 2022 he co-authored a preliminary report for the Administrative Law Association – Young Members (Jonge VAR).
