Annalies Outhuijse
Annalies specialises in complex administrative law, focusing in particular on enforcement and environmental law. In legal proceedings, she represents a range of both Dutch and international clients, from governmental authorities to leading businesses.
Annalies specialises in complex administrative law, focusing in particular on enforcement and environmental law. In legal proceedings, she represents a range of both Dutch and international clients, from governmental authorities to leading businesses.
Annalies is involved in major and national-interest cases, varying from obtaining and defending the necessary environmental permits for industrial activities to litigating on cost allocation between governmental authorities. Annalies has a special interest in water issues and privatisation of supervision, and the certification issues involved. Annalies plays an important role in these cases and regularly litigates (independently) in court.
Annalies obtained a master's degree in Constitutional and Administrative Law (summa cum laude) and a Research Master's (cum laude) at the University of Groningen. She also wrote two master theses, both of which were awarded a 9 and one of which received a thesis prize. After her studies, Annalies obtained a PhD on the subject of 'Effective public enforcement of cartels: explaining the high percentages of litigation and successful litigation in the Netherlands'. She is furthermore a member of the province of Fryslân's advisory committee and a board member of various organisations.
Her output in scientific publications and projects is unprecedented: at the moment of writing, more than 50 have appeared in reputable legal journals. The scientific elite often inquire about Annalies's vision of the future of law. She furthermore encourages her colleagues to publish and to teach, also by using her own network. Annalies has ensured that Stibbe is involved in the NWO-funded research programme AquaConnect, in which a consortium of educational and knowledge institutions, companies, governments, and other parties is committed to the reuse of wastewater and brackish groundwater in relation to new water purification technologies. Annalies contributes her knowledge of the legal and administrative aspects of freshwater management to the AquaConnect case studies.
