Stibbe advises the Walloon Transport Operator
Stibbe assisted the Walloon Transport Operator (OTW) with the creation of a brand new tramway network (11.7 km) including the construction of 21 stations and a new depot and the acquisition of trams in Liège, Wallonia.
Stibbe assisted OTW during the entire project, from inception to completion.
Stibbe advised OTW throughout the entire tender process, beginning with the drafting of the legal framework, discussions with the European Investment Bank, the ESA 2010 treatment of the project, tax-related aspects, as well as the drafting and negotiations of the PPP-contract with the winning consortium Tram’Ardent.
The OTW was assisted by Stibbe’s multidisciplinary Infrastructure Projects team led by projects partner Rony Vermeersch and composed by partners Wouter Ghijsels (Project Finance), Bruno Lombaert (Public law), France Maussion (Environment and Planning), Wim Panis (Tax) and Peter Wytinck (EU and Competition Law).
The solemn Contract Close event took place on 31 January 2019 with the presence of representatives of the Walloon Region, the Mayor of the city of Liège, representatives of the OTW, and consortium Tram’Ardent.
