Stibbe advised the Belgian Buildings Agency, a federal government agency, on the construction, public law, and project financing aspects of the EUR 800 million PFI for prisons programme, for the construction of 54 new prison compounds on the basis of a DBFM (Design – Build – Finance – Maintenance).
This was the first ever PPP programme of the Belgian federal government. The large interest by the business community (13 different consortia submitted a pre-qualification bid) shows the importance of the programme for the Belgian economy at large. Tier one construction groups were selected to build the prisons.
